Hi, I just uploaded a 600mb file and find that my monthly download quota becomes 400mb.  So upload file count towards download quota?  didn't see it mention anywhere.

No, uploading is different from downloading. There is no limit on upload until you have used your max storage space. Please use more features to get more download bytes:
