I guess you want to create a website on DriveHQ. In this case, you need to have a True Account or Paid Account. Free accounts are not allowed to publish files or website.
Once you have a Paid Account, you automatically get a website:
http://USERNAME.drivehq.com/
You can upload your files to the wwwhome folder. Your files can be accessed at:
http://USERNAME.drivehq.com/FILENAME
If you are a True Account, you need to logon www.drivehq.com, go to Online Storage and Sharing, then click on Publish --> Publish My Website.
